Rubber wheel interchange

Refers to railroad interchange via truck. For example, a truck takes a container from one rail ramp on the North Side of Chicago to another rail ramp on the South Side. "Rubber wheel" refers to the truck's tires, as opposed to a "steel wheel interchange," in which cargo is transferred directly from one train to another.
